Committee on Unity and Human Rights and fight against Genocide is responsible for issues related to : 1) unity and reconciliation of Rwandans and human rights; 2) prevent and fight against the ideology of genocide and all its manifestations; 3) follow up and search for solution of effects of genocide; 4) fight against discrimination in speeches, writings, in actions and in any other forms; 5) coordination of Rwandan laws and international conventions that promote human rights ratified by Rwanda; 6) human rights organisations; 7) functioning of the structures of administration that have relationship with respect of human rights; 8) examination of reports of the National Commission for Human Rights and the National Commission for the fight against Genocide. |
| Membership |
The Committee is composed of deputies from different political groups. Membership is granted on request of a deputy. The mandate is for the duration of the National Assembly (two and a half years). |
| Working methods |
Like the other parliamentary committees, the Committee on Unity, Human Rights and the Fight against Genocide deals with matters referred to it by the National Assembly for examination or accomplishes one of the other tasks conferred on it by the rules of the Assembly. Committee debates are public and decisions are taken by an absolute majority of members present. The Committee complies with the law and holds frequent hearings of various persons, including the authorities. The Bureau ensures follow-up and reports to the plenary. |
| Relations with other parliamentary bodies |
The Committee works in close collaboration with other parliamentary committees such as the Committee on Foreign Affairs, the Committee on Social Affairs, etc. It also works with the parliament's administration and the Parliament Bureau, both of which provide it with the necessary technical assistance. |
| Relations with external bodies |
The Committee cooperates with the government bodies responsible for human rights, including the Ministry of Justice and the Ministry of Foreign Affairs (as regards the ratification of treaties and conventions relating to human rights). It also works in close collaboration with the National Human Rights Commission, notably in the context of the programme to raise the people's awareness of human rights, in order to organise conferences and seminars on human rights, etc. The Committee also works with NGOs. |
| Subjects dealt with |
The role of Parliament in the promotion and protection of human rights; poverty affecting the population and giving rise to famines, together with environmental damage causing drought in some parts of the country; human rights and development, and the synergy between these closely linked concepts. The Committee also studied the law setting up the office of the national mediator for the defence of human rights. |
